Some possibilities to find the problem:

1. Make sure to install exactly the recommended versions, instead of
using the Xmerl included in Erlang/OTP:
    Xmerl 0.20
    XML-RPC-Erlang 1.13

2. Check ejabberd logs: both when starting ejabberd (they may inform
of a problem starting the module) or when sending calls.

3. Sniff the traffic with Ethereal (or similar) to check who is not
doing its job: the client, the server... and which message is the last
one transmitted, etc.

I hope one of those experiments point you to the problem.
