[ejabberd] Fix or workaround for EJAB-731 - shared roster fails to show new user accts

After a bit of investigation, it looks like we are being affected by
https://support.process-one.net/browse/EJAB-731 on the OLPC XS. If I
restart ejabberd, the problem goes away and all users can see

- is restarting ejabberd graceful to the state of the clients?
- is there an altrnative workaround, something to force ejabberd to
re-scan its list of users without a restart?
