[ejabberd] only allow encrypted connections, how?

Many operators of XMPP services have a goal of requiring s2s encryption
(via TLS+SASL or TLS+dialback) by January 4, 2009 (the 10th anniversary
of Jeremie's original Jabber announcement). So it would be really good
for ejabberd to support this feature before then. :)
