I never tried to write the XML myself. I just used the examples in README.txt

You forgot an </member> at the end?

Right, if you copy the beams from /home/jabber/xmlrpc-1.13/ebin to the
directory where all the other ejabberd beam files are, then you don't
need to provide that -pa argument.
