[ejabberd] Error: REST request is rejected by service

I did a lot of investigation including adding debug logging to the mod_rest
source (not easy when you've never programmed in erlang before!) and came
to the conclusion it just doesn't read my configuration.

I tried all the configuration suggestions in places like this:
https://github.com/processone/ejabberd-contrib/issues/45

But despite my allowed_ips it still seems to only allow access from
127.0.0.1. I can live with this, though if anyone can suggest what might be
wrong I am interested. I'm running ejabberd 16.06.
