[ejabberd] Bad ACL config?

Heya,

I have an ejabberd.yml which contains (among other things, obviously)
the following:

This is the result of me trying to convert pre-16.06 access control
rules into the new format (since I apparently didn't notice when the
upgrade happened and my config stopped working).

ejabberd will start with this configuration, but when trying to
connect, I get lines like this in the logs:

Can anyone spot the issue? I'm running ejabberd 16.09-3~bpo8+1 from
Debian backports. The full ejabberd.yml is attached.
