[ejabberd] 4 Byte Unicode in MUC Nick

Hi,

when a user uses a 4 byte Unicode character (Emojii in this case) in a 
muc nick, ejabberd replies with:

<error code='400' type='modify'><jid-malformed 
xmlns='urn:ietf:params:xml:ns:xmpp-stanzas'/></error>

Any 3 byte characters seem to work fine.

Is this part of the spec or some kind of bug?

Im running ejabberd 16.06 with a MySQL backend. Client is web based 
running stanza.io 8.2.0
